There could be some root or corm rot problem like fungal diseases that the RP is susceptible. Also, you may need aeration, it seems like the corm is suffocated by solid barriers all around. I usually would use 1 inch PVC pipes that I cut with several slits and have it go under those solid barriers and around the base of the plant. It is a lot of work but works for bad clay soils.
