Usually they get awarded with warnings the first time around unless it's obvious that folks were aware of the laws and intentionally ignoring them. Chris, maybe you can just warn your neighbors they may be getting some tree limbs next time???

Note: I have no first-hand experience with warnings or fines but have discussed these things with a family member who was an Agricultural Commissioner until recently.
