They are definitely both dwarf, but the smaller of your two plants for some reason is struggling. That bunch is very small and the plant is relatively small too. Your "tall" agrees with a typical well nourished 'Dwarf Brazilian', and your "dwarf" agrees with a struggling 'Dwarf Brazilian'. 'Brazilian' (tall) when undernourished typically gets about 10-12ft, while a well nourished plant is typically easily 18-20ft, sometimes even near 25ft.
