Default 55 Degrees F, ground or air?

The temps are getting into the upper 40s for a low this weekend here. I understand that at 53-55 degrees, growth stops until there is warm temps for a long period of time. What signals the growth to stop; the temp of the soil, or the temp of the air?
I'm hoping the soil so that I can cover the ground around the plant.
