I have purchased many tissue cultures and had 95% success with them. The two most important things, I think, are avoiding excess watering and keeping them warm, but not outdoors in the sun. A warm well-lit place in the house and moist soil till they settle in and begin to push new growth and size up a bit. I don't think anyne gets 100% with these - some are just weak plants to begin with, just like some seedlings from a batch of seed don't germinate, or are weak growers.
