Default Chinese fan palm not growing.

Moved a six feet Chinese Fan Palm.
I thought I got most of the roots but of course it took a beating.
It is now over a year ago and although the plant is still alive it is not growing.
The small one I moved earlier got black leaves and died within a few weeks so since this one still have the few leaves that are green I thought it was ok.

However it is hardly pushing out any new growth and the new leaf that came out last year was extremely short.

Is it still in shock and if so when can I expect it to start real growth again?
THe place it is in has always had good growth from other palms. The small Chinese palm I moved to make place for this one was growing nicely.

Any advice?
I have watered good and given it lots of fertilizer but still no sign of real growth after about a year.
