Neem Oil is a surfactant. In agriculture it is available by the drum for mixing with pesticides, fungicides, etc. such as copper ammonium. Some unscrupulous companies also sell it to the general public as if it is a pesticide. It will disable small weak insects such as baby spider mites but is otherwise ineffective.

On the otherhand, garden pest control products that contain neem oil can be highly effective. I use the Green Light Brand "Fruit Tree Spray" (concentrate) or "Neem II" (RTU spray bottle).
