Yes, that's not uncommon....especially if they are transplanted into the ground or a different pot at that time. Mine typically get pretty trashed at first (wind shreds/breaks frail winter-growth leaves, leaves get sunburnt to a crisp, etc), but once they start putting out new growth, they grow fast and strong.
