Default Apple question

My tallest Apple has a solid 10 feet of P-stem and it's still pushing new leaves here in this very mild So Cal. winter. From your experiance do they flower at a certain height or a certain age? It was in a 15 gal plastic container for the whole winter before planting about 10 months ago so it's age is actually pretty old now. I'd say it was about 3 feet of P-stem when I planted it.

I know we have talked about the number of leaves before flowering but at this point I have no clue how many leaves it 's had.
