Default Problem with Royal Smoke Tree


One of my neighbours has a problem with her Royal Smoke Tree, which appears to be
partly dead

This photo shows the whole tree, with a major part not sprouting any leaves’

He tree is clearly oozing sap, but not only on the apparently dead part, but also
from the healthy branches. On both parts the sap appears to be fresh.

I have never owned this kind of tree and accordingly have zero experience with it.
I would appreciate any advice as to what it is and what to do about it.
