Default Noob question

I tried searching the forums but was unable to find what I needed easily. I have some surplus basjoo's that are about a year old and 4 ft tall. They are in 3 gallon pots. If I were to sell some of these online, I have a few questions.

Can you cut these back to sell corms at any time or only during certain seasons?

Are there other cost effective ways to ship these other than just corms?

What is the recommended means of shipping? ups ground? priority mail? etc?
