The corm can be dug up, trimmed and shipped any time of year as long as the temps are not freezing. A frozen corm is a dead corm!
I usually ship priority but first class may work. I recently had a problem shipping to Canada via UPS but that was the first time I've had any issues with any shipper.
I personally recommend some serious cleaning and root removal before shipping and be warned that shipping some plants to and from some states is not legal. You may want check into that before shipping.
