Is the browning from too much rain or something else? I'm new to growing banana trees so I'm trying to figure out why this is happening.

As older leaves senesce( end of life)they lose water repellency and the process is sped up by molds and whatever sticks to them causing decay.
Factors that cause this are transplant shock, overwater, fertilization or poor preparation of the hole in which it was planted, root rot, or just old age.
Since the symptoms are on the new leaves also my guess rootrot from the excessive rain you had.
Hopefully, the new replacement leaves will sort the plant out in its new home.
