I did a little reading, and found that it may be musa paracoccinea.
Check the link, and see if the description matches. I can't translate the top part, but I think that I could make out that the inflorescence of musa splendida is pendulous (inlorescencia pendula). It's written in French. The bottom part of the description states that
musa paracoccinea has a stiff, upright inflorescence, unlike musa splendida. It is also native to northern Vietnam.
