This doesn't seem to be unfurling properly. Am I doing something wrong, or is it lacking something? Or am I paranoid because it is a "variegated" one? The cigar leaf is already coming up and the other new leaf isn't opened. Responses and suggestions welcome!!!

The two brown leaves and the brown on the new leaves are from cold damage. Could this be the problem with the new leaves?

It looks like it's been cold damaged. The new leaf coming up looks OK though. With my Basjoo the first and second leaf to come up after it was frozen looked a bit like that, but the new leaves are fine.

I shouldn't worry about it.

No worries, just gently unfold the leaf with your fingers. At least the new leaf came out OUTSIDE of the old leaf rather than pushing up into a still rolled-up cigar leaf. That's where problems arise. I'm sure the plant will be fine, just give it a hand and it'll continue to grow. The leaf unrolling problem likely won't continue.

I've had the leaves come almost all the way out previously before unrolling themselves. Some leaves just just do that. I've had that happen on a number of different bananas. Just stay with your plan, all should be A-OK :^)
