![]() Since I do not see a picture of that outermost leaf that is smaller my answer is a guess. A flag leaf is a little stiffer and maybe thicker than other leaves. The small outermost leaf, you mention, is probably the flag leaf and what is trying to emerge now is a flower that will produce bananas if conditions are good for the plant.

![]() Assuming no major changes have been done to the growing conditions, that looks like a flag leaf.
Extra info (just for fun), it's the plant gradually changing its leaves from vegetative to flowering structures, and flag leaves are kinda an intermediate stage. Somewhere between a true leaf and a bract that sheaths/protects the flower to come.

![]() from what i have read the plant relies on energy stores from its lifetime but you could still fertilize normally with a fruiting ratio of macronutrients and possibly give it a foliar feeding
