Default Leafs & Flowers

I have not found any info yet, but I think the tree will keep making leafs after it flowers. Is this true? Or after the tree shoots out a flower does it stop making leafs at this point? I ask because my tree is going to flower soon, and the wind storms latley have been breaking off leafs that are not growing back very fast. If the plant flowers with only 5 - 7 leafs on it, and it makes no more then I am kind of stuck, is that right?

No new leaves after flowering. Wheb flowering starts, you get what you get. But a lot of that was determined long before flowering was initiated.
