The only seed saving that is not allowed by law (and the only one that is ever likely to exist in the U.S.) is saving patented seeds. This is because when a company holds a patent on an improved seed (like Monsanto with several varieties of corn) if farmers were allowed to save seed then Monsanto would not recoup the money they spend in research and development nor would they profit. A farmer could buy a small amount of seeds one year and harvest those seeds for the next crop. We are a country "of the people" and even if a loophole in a law outlawed gardening U.S. citizens would get the law changed back.
