Should I fertilze my Passion Vines now?
Over here on the coast where I live the temperatures have been in the low 40's and my Huge passion vine has been growing pretty fast for about a month now, no blooms yet, so should I fertilze it now?

I wouldn't. There are possibly cold (under 45F) nights ahead in February and March. You can start feeding it a "citrus" type formula in the end of March. If you want to give it a one-time bloom supplement at that time it would be ok, but generally passion fruit does not need encouragement to bloom in your location.
