Default What is this?

Though this picture was taken in Costa Rica, my neighbor has this all over her fences; I know it's very intrusive if not invasive. (It's nearly swallowed a papaya and ate a small palm.) But it's very pretty so I'd love to grow it if it can be controlled. Possible? Oh, and in case I wasn't clear, what is it?

I wonder if I could get that to choke out the grape vines that are hanging off the tree and over my fence.
