It's a Ti plant and yep, a monarch. They're quite common here, much more so than our native Kamehameha butterfly, which I've never actually seen.

Locally we have a heavy population of deer.
About ten go foraging through the yard a day. These fellas will decimate your landscape in no time. If it tastes good it is gone. Note the tree in the center of the photo, the English ivy is stripped to a height of 6 feet. Also note the temperature/date at the bottom of the photo....not prime for growing banana plants .
